defgroups.h contains no C++ declarations. Its purpose is to carry the project-level documentation that Doxygen weaves into the generated HTML: the \mainpage text that lands on the top-level page, and the cascade of \defgroup / \ingroup stanzas that organise the engine's classes into categories (rings, ringinfo, coeffrings, polynomialrings, matrices, comp, ...).
